Position: Early Head Start Nurse Salary: Depending on ExperienceReports to: EHS Director Position Summary: The Early Head Start (EHS) Nurse reports to the EHS Program Director. This position supports the EHS Program Director in the oversight of Early Head Start comprehensive services for Health, Nutrition, Disabilities, Mental Health, Safety and Safe Environments, providing supervision, guidance and leadership to EHS staff, directly supervising Health Specialists and Health Assistant positions. The EHS Nurse, will monitor all health, disability, nutrition, safety and safe environment systems to assure compliance with the Head Start Performance Standards, Head Start Act, Program Information Memorandums, applicable Title 5 Regulations for the State of California, and California Community Care Licensing Regulations (Title 22). This Nurse will develop a working knowledge of all Head Start requirements, and will assure that 4-C’s Early Head Start Program options meet and exceed all funding requirements.EHS Nurse must have the skills and abilities relevant to human services program management, and is responsible for the planning and implementation of ongoing monitoring and program improvement. Essential Functions:Provides leadership, direction and supervision for comprehensive services to all Health content area staff.Assures that Health, Disability, Mental Health, Nutrition and Safety standards are met or exceeded.Compiles data analysis for reporting and program improvement plans.Works closely with a variety of community organizations, and develops Memorandums of Understanding with community partners, in the areas of Health, Disabilities, Mental Health, Nutrition, and Safety services.Maintains documentation for delivery of all Early Head Start Health, Disability, Mental Health, Nutrition and Safety systems.Reports to the Board of Directors and Policy Council as necessary to assure compliance.Monitors and reports on services to children with disabilities.Oversees Health Services Advisory Council’s organization and annual meetings.Assists EHS Director with the T/TA budget and planning, as it relates to Health, Disabilities, Mental Health, Nutrition and Safety.Participates in, or conducts necessary meetings/ trainings.Provides one- on- one training to 4-C’s Child Care Partners, as needed.Supervises staff including interviewing, hiring, orientation, training, appraising and disciplining.Provides regular performance evaluations on staff.Oversees day to day programmatic requirements, for Health, Disabilities, Mental Health, Nutrition & Safety, and assures staff maintain appropriate security procedures while performing duties off site. Ensures that all records and statistics are properly maintained and reports are generated for compliance and integrity with federal funding.Interprets Medical Data.Provides annual trainings on: Infectious Disease; Blood Bourne Pathogens; SIDS; Health/ Hygiene/ Sanitation, etc.Oversees systems for Medication Administration (as needed, ie: Nebulizer/ Diabetes)Follow up through Health Systems Tracking, to assure compliance.Possible follow up to physical exams or TB screening reading.Conducts Home Visits to Moms with newborns within 2 weeks of birth of the babies to assess if referrals are needed, appointments are made, if an interventionist is needed for any mental health/ post-partum issues.Implements Head Start Performance Standard 1304.40.(c )(1)(i)(ii)(iii) addressing prenatal and postpartum.. and, 1304.40(c )(2) must provide information to pregnant moms.Performs other duties as assigned by Director. Education and/or Experience:Licensed Vocational Nurse (LVN) or Registered Nurse (RN) plus 3 years clinical experience or a combination of education and experience that demonstrates the required knowledge, skills, and abilities required to perform this job.Experience working directly with children and families of targeted population preferred.Demonstrates supervisory experience, which reflects progressive responsibilities in hiring, firing, training, performance appraisal, conflict resolution, and disciplinary counseling.Demonstrates successful community organizing or ethnic community outreach experience preferred.Possess strong human relation's skills to communicate effectively with diverse staff, volunteers, and the communityRequires an ability to work independently, organize and prioritize responsibilities.Knowledge and experience working with Early Childhood, Health, Disabilities, Mental Health and Nutrition services preferred. Must be comfortable working with diverse ethnic, racial, and religious backgrounds of the communities and must be able to effectively communicate with children and families of the communityKnowledge of Nursing and Health general principals and standards.Computer literacy in Microsoft Office, Excel, word processing applications.Must pass criminal background check and health screening.Ability to maintain agency code of ethics and standards of conducts.Experience working with a Head Start or Early Head Start program preferred.Possess a valid California Driver’s License and have access to an insured motor vehicleMust be able to travel, locally and nationally.On-going professional development through education, role modeling, mentoring, and training.License or Other Requirements:Possession of a valid CDL.Possession of a Nursing License, which must be kept up to date, within California State standards.Language Skills: Bilingual Spanish or Vietnamese preferred.
